Boot from USB, Windows 2016

I can't get the system to boot from USB. I've tried both Rufus and Unetbootin to create a bootable USB using the ISO from Microsoft, Windows Server 2016.

I press F11, and choose optoin 3 (USB drivekey). It attempts to boot, but fails.

I've reset the BIOS. Also I tried the USB on a laptop (it boots). I've tried MBR and GPT.

I have Windows 10 on my desktop, so the old HP USB drivekey utility doesn't work (not supported).

I can install Windows 2012 using intelligent provisioning, but 2016 isn't supported for this method on Gen8.

Side-note: I have a Veeam recovery USB, and it will boot fine on this server. What magic they do I have no idea.

* HP ProLiant MicroServer Gen8 Ultra Micro Tower Server

- 1 x Intel Xeon E3-1220L v2 Dual-core (2 Core) 2.30 GHz

- 8 GB Installed DDR3 SDRAM

- 4 TB (4 x 1 TB) HDD

- Serial ATA/600 Controller - 0, 1, 10 RAID Levels

Try updating the Intelligent provisioning to latest version and check for the installation issue.

Intelligent Provisioning Recovery Media
Version: 1.71(21 Feb 2019)
Support for Microsoft Windows Server 2016 was added in Version 1.64(B) Released on 8 Feb 2017.

I tried it and it won't boot. My server doesn't have a DVD drive so I have to create a USB. I've tried Rufus and balenaEtcher.

What tool do you use to create a bootable USB with this ISO?

Making a bootable Windows USB key can be tricky, especially on a BIOS based system. I'd suggest trying to boot the ISO image over iLO virtual media. If you don't have an iLO Advanced License, you can download a trial of the advanced license key to see if it will work.
