The solution for this issue were related Mcafee 8.0i and a related patch 10. Once the McAfee patch 10 was removed from the servers, the memory issue with OPCMONA.exe went away.

We are seeing the OPCMONA.EXE process consuming lots of memory. In the neighborhood of over a Gig. We are running Agent ver. 7.27 on OVOW 7.21 and below is our patch history.
This tool may help you to determine the problem:
http://www.microsoft.com/downloads/details.aspx?familyid=61A41D78-E4AA-47B9-901B-CF85DA075A73&displaylang=en

Unfortunately, it supports only WIN2K3.

If your Servers are over 4GB RAM, then this MSKB may help:
http://support.microsoft.com/kb/283037

These switches do not support Windows 2000 Standard Edition.

I dont't have OVOW but I thought to share my 2 cents. sorry...
