file extension change

I received a picture file with an RAR extension.
Is it possible to change that to a jpg extension or do I need to buy a program for that.

You will need to dowload unrar to extract
the contents. RAR is an archive format
similar to ZIP.

is there a simple way to extract the file? I looked at the Major geeks web site and found a "rename" zip program, but I can not understand how it works. It renamed the file to a jpg extension, but now it says can not open file.
