      <description>Hello Nathan,&lt;BR /&gt;&lt;BR /&gt;Can you please clarify what you mean by Microsoft Effects?  There is no Microsoft product, that I know of, called by this.  Is it supposed to be an add-on, plug-in, etc?       <description>MS Photo Editor is part of the MS Office suite.  It has an effects editor as part of the product, but its capabilities are minimal.  MS has PhotoDraw 2000 (version 2) that significantly expands the capabilities that it seems you are trying to accomplish.  PhotoDraw is part of MS Office 2000 - Premium Edition, or is available as a separte product.
