Hi,

Is there Server 2018 R2?

If you are referring to Windows Server 2008 R2, then this is not supported on this server.
You may refer to OS Matrix here.

If the USB Keyboard works out side of OS, that is, if it works during POST or BIOS, then the problem is with OS or Drivers.
If the USB Keyboard does not work outside of OS, then try with a known good USB Keyboard, try changing the BIOS settings for USB.
