Download Windows Server 2019 ROK media in another language?

For some reason, a retailer does not have the english media avaliable. I see that HPE can send it for free but it takes 7-14 days which is not acceptable.

Is there any way to download the Windows Server 2019 ROK media in another language from HPE?

I understand your concern, However as of now HPE doesn't provide download version of ROK
