Client Access Licenses For Microsoft Windows Server 2012

Hi,

I am using HPE DL380 GEN9 server.
"Windows Server 2012 R2 Standard ROK HP" is installed.
I bought the product and licenses together. I also got 2 "Client Access Licenses For Microsoft Windows Server 2012" license.
Only "Tracking ID" is written on "User Client Acess Licenses" only on "Windows Server 2012 CALL User" (14 numbers).

How can I activate CALL User licenses?

Note:
- I spoke to the Microsoft support team and asked for a 24 digit license key.
- I talked to HP support Turkey. They have not returned for 3 days.
