What do you expect?

ILO "software" (firmware) is directly running on the chip itself.

Sure but why can I activate it using Android and iPadOS but not Windows?

I want to use Windows 11 64 bit Pro to access the iLO on a Proliant Server.

The access is browser based, so not really related to the OS.

Can you even ping the ILO? Have you access to ILOs subnet?

Thanks for the reminder - I was able to access the subnet address and fire up no problem from a local computer.

I am able to ping the assigned IP on the server but when I try using a browser it shows a Windows Welcome page that leads to another page that recommends downloading and using Server 2016. I have a paid copy of 2012 and the clien tis W11 so I can't see how that is even relevant. Torsten made some mention of accessing the iLO on the server but I have yet to find instructions on how to do that. If anyone has any ideas please feel free to email me on xcalbar@outlook.com.
