Windows 2022 Network Issue on HP ProLiant DL360 Gen10

We have a ProLiant DL360 Gen10 server running windows 2022. This server is running Wavenet Video Recording software.. The sever has an IP address on our server VLAN and is connected to a Cisco 3850 using switchport mode access. The camera's its recording on on a seperate VLAN. Recenetly the server loses commication to the sever VLAN even though the Cisco switch tells us the port is up and connected and we can see the server MAC in the port. When we ILO into the server the "NIC" card shows its disconnectded from the OS perspective but as mentioned at the physical layer all looks fine. During this time we have been able to ping camera's on the other vlan but not any devices on the same server vlan as the server. We reboot the server and the issue is resolved but then comes back again. This appears to be something with Server 2022 and the Proliant as I said from the physical standpoint the network is up and functioning but not at the OS level
