Cannot launch MS Money 2002 on ZT1130

I installed Windows 2000 + SP2 and XP Pro on my ZT1130. After I installed MS Works 6 and Money 2002 from the CD, Works runs well, but Money cannot run (upon start up, the attached error occurs.). I installed it under W2K and XP for a couple of times, but it still doesn't work.
Help.

Are you using a non-English version of Microsoft Windows?
