Outlook 97 on Windows 2000 PRo

I'm trying to restrict our windows 2000 pro desktop, but whenever I give the user rights to user or power users, Outlook 97 doesn't work. But as soon as they are administrators it works ok.

We get the following message.
The application failed to initialize properly (0xc0000022) click on ok to terminate the application.

Can anybody help.

This can happen if you have removed or "restricted" the "Everyone" right from files and folders.

This may be to the winnt folder, or can be access to the temp folders within each users profile (MS had examples of both). Or even access to the "Program Files" folder.

Are you on a domain? If you are, check the user accounts and see if they are local or domain users. Make sure they are domain users.
