For security reason,
HP require to demostrate you are the owner of PC. So you have contact HP support a send then invoice or other document to demostrate the ownership.
Reset password on HP's PC is not made by unique method.

You should be able to remove the jumper on the mother board to deactivate the bio passwd.
The jumper should be marked on the inside case or the motherboard.

Hi nick,

Same happened to me some years ago and I called the Company expert upon assistance. He did that: Open the computer, remove the battery for a couple of minutes, fix again and restart.

I suppose you can explore this track as well.
