There are many blacklists exists in Internet.
Typically you can check if IP of mail server blacklisted and you cannot check if specific mail address blacklisted

This test will check a mail server IP address against 147 DNS based email blacklists

This is IronPort SenderBase Network, Ironport (now part of the Cisco) is very popular mail server.
