How can I keep a (guest) user from reading files outside his
home directory? chroot might be an answer, but how can it be invoked for a non-privileged user?

How about restricted shell (/usr/bin/rsh, /usr/bin/rksh)?

# man sh

That may sound strange but what with regular
permissions on files not to mention ACLs?
If your user X shouldn't read files in /etc
make /etc unreadable for this user/his group.
