rcsdiff date issue

I have system running 10.20 and 11.00. On the 11.00 box whenever someone runs a rcsdiff command they get the following error. The 11.00 boxes have PHCO_16965 installed. I know that this line is a datestamp. How do I fix this. By the way it works fine on the 10.20 boxes. If I remove line 16 it works fine on 11.00 box as well
