Have you recently changed your instance numbers for scsi devices? Procedures involving /etc/ioinit can cause this problem.

If its kernel related, this thread might help:

http://search.hp.com/redirect.html?url=http%3A//forums1.itrc.hp.com/service/forums/questionanswer.do%3FthreadId%3D224238&qt=%22telnetd%3A+Telnet+device+drivers+missing%3A%22&hit=1

If the drivers got wiped out because if /etc/ioinit work, this thread WILL fix it.

http://forums1.itrc.hp.com/service/forums/questionanswer.do?threadId=72003

SEP

Can you provide the screen output what exactly is happening when you do telnet?

You can check for npty and nstrpty kernel values? Increase them if they are real low, this may cause for less number of connections?
Post your output if possible.

Thanks and regards
Prashant
