batch jobs give queue full message

I have application running on HPUX 10.20 that tries to put cca. 200 batch jobs in queue in one chunk. Somewhere around 120th batch job I start getting queue full message on the screen for some of the jobs. Simulated this on 10.20 and 11.00 and got same result. Raising b.2j... in queuedefs doesn't solve the problem. Even occasional queue full message means that the job doesn't arrive in queue and never gets executed, so the application doesn't work properly.
Thanks for any suggestions, workarounds, patches?

Try setting in quedefs to a very high number and see if it is still a problem

tried that already-machine overloads and i still get queue full
