on hp-ux 11?

I've looked at the UDP options for "ndd", but found nothing.

follow up question: NFS on hpux was on top of UDP. Is it still ? or has it
switched to TCP?

tia

As for setting the timeouts, this is done on a filesystem by filesystem basis with the "timeo=n" option of mount_nfs and this is documented on the mount_nfs(1m) manpage. But you will probably want to put the option in /etc/fstab so it gets set at each reboot.
