11.16 introduces a new SG internal file called cmknowncmds which lives
in /etc/cmcluster. This file is not mentioned in either the manual or
the release notes. Also add some text to the file.

This is a file, introduced with 11.16, used internally by Serviceguard.
It should not be deleted, however the file is not currently mentioned in any documentation to indicate this fact.
The documentation will be updated to indicate this, and the file may also contain some text to say it should not be deleted in future versions.
