keymapping for cyrillic

im using a remote telnet access to access HP UX 11.
How can i change the keymapping to russian.
I have tried using xmodmap but it is not working.
Is there any other we can do this?

well keymapping needs to be done on the server too.
its not much of a problem on client end but on the server im unable to come up with a solution

well sanjay even the doc suggests using xmodmap.
but im unable to run xmodmap coz its unable to resolve the display variable.
its set to :0.0

whats can i do in that regard
