reboot system boot Wed Mar 9 17:17 still logged in

as I detect if a user made reboot
sulog no exist data

and not display username

As far as the shutdownlog goes, I think that the following:
16:29 Fri Jun 18, 2004. Reboot:
17:56 Mon Feb 14, 2005. Reboot:
This probably comes from using the "reboot" command instead of the "shutdown" command.

The pseudo-user reboot logs each time the system reboots. Thus, last reboot is a useful command for evaluating the relative time between system reboots.
