how do I config an FTP server on hpux 11.0?
And set permissions where the user doing the ftp can only stay in a certain dir.

you can set anonymous ftp site on your system. Please refer following link for how to configure?

Anonymous ftp may fit your purpose. Just run SAM->network service->enable anonymous ftp.

A directory /home/ftp will be created, and all connecting users will go there.
