Make sure to change the dropdown to 'search by doc id' for the document Kent has referenced. It looks like you need to re-create the psm_data file.

1. Shut down EMS
monconfig
(K)ill

2. Make sure psmctd has stopped.

ps -ef | grep psmctd

3. If still running, shutdown diags.
/sbin/init.d/diagnostic stop

4. Move the psm_data file.
mv /var/stm/data/psm_data /tmp/psm_data

5. Start diags.
/sbin/init.d/diagnostic start

6. Verify diaglogd and diagmond are running.
ps -ef|grep diag

7. Restart EMS
monconfig
(E)nable
(Q)uit

8. set_fixed -l

Depending on the size of the system, rebuilding the psm_data file can take a few minutes. Once completed, all should show their correct states.

Regards,
Eric
