rename scp executable. Do not know of any other way to do it.

Rename and/or move it somewhere where it is not in PATH

Rename or remove. Changing the path will not work because the binary for ssh is in the same location as the binary for scp.

If you still want to be able to use it (root, for example), change perms: 0500. This way, only root will be able to execute it.
