OS -- Core Operating System,
OE -- OS + Apps like OpenSSH, SSL, etc..

The operating system could be looked at as just the core HP-UX pieces. Just the basic pieces you need for HP-UX to operate.

Operating Environments are a combination of the core HP-UX plus some add-on products.

There are several different OE's available.

The Enterprise OE, for example, includes HP-UX plus things like Glance Plus pak, MirrorDisk/UX, Online JFS plus other product.

The Mission Critical OE includes everything in the Enterprise OE plus MC/Service Guard and other products.

Environment is extra on top of the OS.

Add in products, pay higher license fees and support costs.

Examples:

HP-UX OSes:
10.20, 11.00, 11.11, 11.23

HP-UX OEs:
Mission Critical (MC), for servers
Technical Computing (TC), for workstations

OEs started with the 11.11 OS. Earlier OSes were not bundled up this way.

OS - is only for core HP-UX. Wher you will not get things like Service Guard, Glance etc. But it is comparitively cheap.

OE - is normally shipped nowadays with Highend servers like (SD) freely that has SG, Glance, PRM etc in one single pack. It bit costly when you buy with other systems like L, N class.

Actually, HP-UX 11i designates all as OS Bundles as Operating Environments. The are:
Minimal Technical Operating Environment for Workstations
Technical Computing Operating Environment for Workstations and Servers
Foundation Operating Environment for Servers
Enterprise Operating Environment for Servers which includes the Foundation with GlancePlus Pak, OnLineJFS, MirrorDisk/UX, Process Resource Manager and EMS added.
Mission Critical Operating Environment for Servers which includes the Enterprise OE with ServiceGuard, WorkLoad Manager and some other items.
I think HP will be selling some additional bundles for 11i v2 soon, or maybe they already are for the Virtual Server Environment and ones with ServiceGuard with the Cluster File System.

in fact, there are basically 3 different Operating Environments:
a. Foundation OE
=================
o a fully-featured operating environment that is heavily focused on the new age of Internet computing.
o also includes a number of features for industrial-strength system management, industry-leading scalability, multi-system interoperability, and the world's most advanced security.

b. Enterprise OE
=================
o provides all the capabilities of the HP-UX 11i Foundation OE plus certain critical add-on products for additional single system availability and performance management.

o is focused on midrange application servers that must be optimized for single-system (non-clustered) high availability and maximum performance

c. Mission Critical OE
======================
o provides all the capabilities of the HP-UX 11i Foundation and Enterprise Operating Environments plus certain critical add-on products for additional multiple system availability and performance management.

o is focused on the high-end, corporate-critical database servers that must measure system downtime in no more than a few minutes per year.

A Windows analogy may make it easy to understand.

The operating system is essential to the computer's ability to function whereas an operating environment sits on top of the os. Prior to Windows 98, all versions of Windows were operating environments that were loaded by the operating system (MS-DOS). The computers could run perfectly well without Windows being loaded. Dare I say PCs ran better without Windows being loaded?
