Hi

What are the implecation/system instabilities will a system have if all the logical volumes e.g(rlv_rawname and lv_rawname) are both given the oracle:dba ownership?As I understand lv_rawname must be root:sys.

It will be fine. We're an Informix shop and grant Informix ownership to all our raw logical volumes and have absolutely no issues in doing so.

That is incorrect. While all peripheral storage devices like disks, logical volumes and volume group directories should be protected, there is no reason that they can't be assigned to an oracle (or informix or sybase or db2, etc) user. Since they are raw, the content of the disk is meaningless to any other user. Make sure that the permissions are zero for other user as in chmod 750 for directories, 660 or 640 for logical volumes.

Because standard HP-UX systems do not come with a useful umask, your regular disk device files may be 666 which should be changed to at least 660, VG directories changed to 750 or 700.
