Does mounting happens to incosistency file system, how do you ensure to check there is no incosistency? (hp-ux 11.0)

# umount /filesystem
# fsck -o full /dev/vgxx/rlvoly

but can I mount an incosistent file system without usin fsck directly?

well hard to say, you could try mounting it with the read only option.

# mount /dev/vgxx/lvoly -o ro /filesystem

I don't think that the os will mount a filesystem unless it is marked 'clean'.
The fsck command audits and interactively repairs inconsistent
conditions for HP-UX file systems on mass storage device files
identified by special. If the file system is consistent, the number
of files on that file system and the number of used and free blocks
are reported. If the file system is inconsistent, fsck provides a
mechanism to fix these inconsistencies, depending on which form of the
fsck command is used.
