hi,

do you want to create user sftp only? its mean that user can't login to server, only for sftp.
if you want to create user sftp only, just change the shell of user to /opt/ssh/libexec/sftp-server, depend on your sshd_config.

The sftp server is part of the ssh package. Once installed, do a

man sftp-server
man sftp

for more information.
