Can anyone tell me how to allocate disk space for a user account .

Hi ,
Use disk quota to to set the limit of disk usage for a user.
#man quota

You will need to enable quotas (disk) first. See man 5 quota
for details on what needs to be setup before you can use them.
Then you use the edquota and quota commands to adminster sizes for particular users (see manpage for edquote and 1M quota).
