Help me with this login Issue.

I am not able to login to an itanium server. Even not able to login thru console. When I try to login normally I get below error

ssh_exchange_identification: Connection closed by remote host

and when thru console

INIT: Command is respawning too rapidly.
Will try again in 5 minutes.
Check for possible errors.
id:cons "/usr/sbin/getty console console # system console"

There is no way i could check the /etc/inittab or the syslog to get more details.
