I believe the OpenGL libs are part of the TCOE (Technical Computing Operating Environment), which isn't downloadable as its a chargeable item. Also bear in mind that even these libs in 11iv2 don't include hardware acceleration for local rendering (if thats what you were looking for)

All modules for hardware-accelerated OpenGL rendering have been removed because PA-RISC Workstations are not supported by this release.[13] OpenGL rendering to remote displays is supported via GLX protocol and the HP Virtual Memory Driver.
