Does anyone know if there there a RBAC for 11.11? Or is it only available on 11.23 and 11.31? If not is sudo the next best option?

As it is part of the security containment set of products that make quite a few kernel changes under the hood, RBAC was and will always be for 11.23 and 11.31 only

There's always sudo for 11.11, available as part of the Internet Express bundle:

Yes, sudo is the best option for access control.
