First type up all your rules using Word or some other processor. Then email to the user ? :)

Might need to be a little more specific ? What does rules mean ?

Do you mean privelages ? e.g. root user privs ?

If so 1 of 3 ways.
-change the users id to 0 (zero )
-give them the root password
-use the sudo product to limit and control access to privelaged commands.

The last one is the prefered.

If you intend to turn over all root's administrative privelages then I assume that you do not care what they can do or not do. You may as well just give them the root password as having privelages of this level will allow them to do anything. change passwords, create accounts, remove all files, change all configurations, reboot the server, destroy just about anything on that server... on..on..and on...
