How can i enable the root password in HP-UX11.23 machine when shadow file is not existing

If it is locked:
/usr/lbin/modprpw -k root

Otherwise, you have to login on the console.

The above if for a trusted system.

u have to clear u question. it is a trusted system or not.
if it is a trusted system

do modprpw -k root command
see man pages of modprpw
