Does anyone know whats causing this error?

sendmail 8.13.1
HPUX 11.23

My service.switch contains:
hosts dns files
aliases files

Hm.. did you modify sendmail.cf to use service.switch?

ServiceSwitchFile=/etc/mail/service.switch

What does your /etc/nsswitch.conf look like?

And did you restart sendmail after modifying? Might be a dumb question, but it never harms to ask..

ServiceSwitchFile=/etc/mail/service.switch was commented out. Fixed that.

nsswitch.conf looks like this:

hi
in my opinion nsswitch.conf should configure dns ONLY for hosts and not as your file for everything.

Also, the message seems to deal with aliases, try a praliases to see if you have strange entries in the alias map.
If so modify the file /etc/mail/aliases and run newaliases to rebuild the map
