A fileset with the same version attributes is already defined in the product "PHSS_35287".
Duplicate fileset has been marked as corrupt, and its tag attribute changed to "_fileset_111862".

WARNING: Errors encountered in the contents defined for the product "PHSS_35287", beginning at line 111416.
PHSS_35287 should be too simple and unimportant to fail in this way.

Since swremove fails, I might be tempted to remove PHSS_35287 with swmodify, after backing up the IPD first with ignite.
What happens if you try swremove again?

You may want to contact the Response Center.

>This is important?

Your IPD is corrupted. You should restore from an ignite backup.

This is bogus:
The following HP-UX 10.X patches remain in the IPD:
PHSS_35287 Support 64-bit version of libhppa

This seems to be the error:
ERROR: Patch fileset PHSS_35287.C-ENG-A-MAN is missing the INFO
Another patch is also bad.
>how can I restore this IPD or create a new one?

From a backup. Otherwise you have to scratch the system and cold install. :-(

>I only had 2009 ignite tapes, and this corruption appears in swagent.log in 2007. I don't have any good ignite tape.

So you are left with kludges.
If you have a support contract, I would suggest you start with contacting the Response Center to see what they can do.

>Could I fix this problem?

I'm not sure. I can think of two methods:
1) Use swmodify -u to remove the bad patch.
2) Try to rebuild the IPD.

In either case you should first backup /var/adm/sw/, in case it makes it worse.

Some threads for 2):
http://forums.itrc.hp.com/service/forums/questionanswer.do?threadId=1270865
http://forums.itrc.hp.com/service/forums/questionanswer.do?threadId=1199366
http://forums.itrc.hp.com/service/forums/questionanswer.do?threadId=1174176
http://forums.itrc.hp.com/service/forums/questionanswer.do?threadId=1172526
http://forums.itrc.hp.com/service/forums/questionanswer.do?threadId=1125666
http://forums.itrc.hp.com/service/forums/questionanswer.do?threadId=1088964
http://forums.itrc.hp.com/service/forums/questionanswer.do?threadId=1034875
http://forums.itrc.hp.com/service/forums/questionanswer.do?threadId=999670
http://forums.itrc.hp.com/service/forums/questionanswer.do?threadId=956018
http://forums.itrc.hp.com/service/forums/questionanswer.do?threadId=869078
http://forums.itrc.hp.com/service/forums/questionanswer.do?threadId=793987
http://forums.itrc.hp.com/service/forums/questionanswer.do?threadId=428627
http://forums.itrc.hp.com/service/forums/questionanswer.do?threadId=219287
http://forums.itrc.hp.com/service/forums/questionanswer.do?threadId=9945
http://forums.itrc.hp.com/service/forums/questionanswer.do?threadId=89395

threadId=1125666 seems to imply that all you need to do is:
# swmodify -a state=configured OS-Core.Q4
