Then use parmgr directly. I know it's easier to use a GUI but from my experience, SMH depends on a subsystem (WBEM) that is not reliable and I personally do not use it to do anything important like configuring partitions.
I'm trying to use parmgr and sam on 11.31 and it points me to smh. What account is used to log on? I've tried root and hpsmh. I've even changed the password on hpsmh and it still doesn't work. I've inherited these servers from a group that doesn't know HP-UX so I'm in the dark.

I've tried logging in as root. It doesn't work! Do I need to reset logins or is there some parameter that needs to be set? I'm really confused. This is happening on 3 servers that I inherited.

I've had similar problems in the past, and got fed up too.

If your root password is over 8 characters, try typing the first 8 only and give it a shot. Else you can try opening up file /opt/hpsmh/conf.common/smhpd.xml and adding a unix group to the <ADMIN-GROUP> tag from which your own personal account is part of, restarting SMH using /sbin/init.d/hpsmh then try logging with your account. This is temporary as you'll give admin access to anyone who is in that group.

If it still doesn't work open a call with HP so that they can troubleshoot this wonderful software.

Good luck</ADMIN-GROUP>
