i have the cdrom (hp-ux version2-foundation OE). An i want to install openssl in my system. what command may i execute to install openssl?

I don't think OpenSSL is on the core OS DVDs...download and intsall from here:

and them install it with swinstall.

# pwd
/
# cd /dvdrom/openssl/
# pwd
/dvdrom/openssl
# ls
OPENSSL-CER OPENSSL-INC OPENSSL-MAN OPENSSL-PRNG.2 OPENSSL-RUN.2
OPENSSL-CONF OPENSSL-LIB OPENSSL-MIS OPENSSL-PVT OPENSSL-SRC

mark your depot a install
