"/etc/ftpd" should be a directory.

"/etc/ftpd/ftpusers" should be a file, not a
directory, so "cd /etc/ftpd/ftpusers" should
not work.

ftpd rejects remote logins to local
user accounts that are named in
/etc/ftpd/ftpusers. [...]

Do you want some users to be able to use FTP,
or do you want some users _not_ to be able to
use FTP?

Start again. "uname -a"? (What are we
talking about?) What, exactly, would you
like to do? First describe the problem, and
then we can start to talk about a solution.

Hi,

/etc/ftpd/ftpusers is not a directory ,itâ s a file
the users who are in /etc/ftpd/ftpusers can not do ftp.

Please mention problem description on the subject line instead of "hi".

Hi,

By default ftp access will be given to all users unless if it is explicitely specified on ftpusers file.

Check the /etc/shells files. Users shell should be listed in /etc/shells file
