Fibre Channel Driver is in Non-Participating state

On a blade server, i'm receiving the following error in my syslog

0/3/0/0/0/0: Fibre Channel Driver is in Non-Participating state.
This means that it was unable to obtain a loop ID.
This may mean that there are more than 126 FC ports on the loop.

The hardware is toggling between the states NO_HW and CLAIMED.
