      <description>&lt;!--!*#--&gt;Normally, "Connection refused" means that a&lt;BR /&gt;client program is trying to talk to a server&lt;BR /&gt;program of some kind, but that server is not&lt;BR /&gt;running (or configured to run, or otherwise&lt;BR /&gt;listening at the expected port).  Knowing&lt;BR /&gt;exactly nothing about what "out MRP&lt;BR /&gt;application" might be, or how you are&lt;BR /&gt;"opening" it, it's tough for a non-psychic to&lt;BR /&gt;offer many more concrete suggestions.</description>
