hi,

check the man sam

-r Invoke the Restricted SAM Builder. This
enables the system administrator to provide
limited non-superuser access to SAM
functionality. You must be a superuser to
use this option. See "Restricted SAM" below
for more information.

To give SAM access to non-root user,

You need to create Restricted SAM

#sam -r
then follow the process.
