tomcat and startup

i've install tomcat A.5.5.9.00 and
apache A.2.0.54.00, and have such problem:
when server (B.11.11) is booting up, apache is starting successfully, but tomcat - is not! It's write in rc.log:
"Starting HP-UX Tomcat-based Servlet Engine
Output from "/sbin/rc3.d/S823hpws_tomcat start":
----------------------------
Tomcat Started."

But really it's not working!
However.., if i make init 2, and then init 3 - tomcat's running successfully!

how i can fix this problem?

i have discovered a solution to a problem.
