Is DebugPrg.DEBUG-PRG,fr=B.11.01.06,v=HP and DebugPrg B.11.11.10 Debugging Support Tools are equivalent?

These aren't compilers. This probably only contains pxdb, the debug info preprocessing tool.

The latest version would probably be B.11.11.16 from June 2006:

Your original question was about comparing an April 99 vs April 2004 versions.

This patch is too old and you can't install it on a newer version. The latest I can find is PHSS_27983 and that is also too old.

Thanks for your reply, I'll checking the equivalent patch for PHSS_20122 which is one of the patch requirements for Oracle EBS 11i.

There is no equivalent since it was fixed in the version you already have. Ignore what Oracle stays on PHSS_20122.
