I need some help about virtual memory management. Which kernel parameters must I tune to set thresholds for paging mechanism?

We tried to set lotsfree, desfree and minfree with kmtune but nothing seems to happen (we set lotsfree to 51200, desfree to 45000 and minfree to 40000 but the paging mechanism began when the free memory was about 4 Mb). Our server is a v2600 class with 4 Gb of physical memory and it runs HP-UX 11.00.

Thanks a lot for your help.
