FTP access on HP-UX 11.31

Dear All,

I am able to FTP my 11.31 server by user root but not by any other user. There are no ftpusers or ftpaccess files.
Request your help on configuration.

inetd.sec has following entry,
dtspc allow 127.0.0.1

inetd.sec works on a hostname basis, not on users...

description. It does not say what you did.
It does not say what happened when you did
it. As usual, a transcript showing actual
commands with their actual output can be more
helpful than vague descriptions or
interpretations. With my weak psychic
powers, guesswork follows.

Who is using which shell?

man shells

also what is the user shell in /etc/passwd
and all entries in /etc/shells ?

Hello All,

The issue was due the user shell.
Created file /etc/shells and added the user shell.
Issue is resolved now.

Created /etc/shells file which resolved the issue.
