Cannot SUDO at console/MP login

Hie,
Whenever i use sudo at console and MP login I get the following:

$sudo /sbin/shutdown -ry 0
password:
login incorrect.
$
$sudo su -
password:
login incorrect.
$sudo su -
password:
login incorrect.
account disabled.

We donot know the password of root of our system (sealed in an envelope for security).
so we need to su to root using sudo.
please help.

Which version of HP-UX and which version of sudo are you using?

A certain version of sudo on HP-UX 11.11 had this problem. After upgrading to a newer version from HP-UX internet express, the problem went away.
