in ftp can i restrict a user to go it parent directory(cd ..).

You can enable Guest users, so the users will be in chroot environment.

You can also modify the permissions of the parent directory, but it's better solution to use a root jail.

You should configure your ftpaccess file and use the guestuser directive.

Change the users HOME directory in the passwd file to end with /./.
