topic Source quench received in Operating System - HP-UX

I do receive "Source quench received" messages when I start a ping to a specific HP-UX box.
I did found a lot of information on this topic (and I know that I can turn of this message by ndd -set /dev/ip ip_send_source_quench 0), but I only receive this message when pinging from a windows server or PC. I don't receive this message when pingig from another Unix server?

Would it help to force the NIC of the server and the switch to 100 Full duplex instead of Auto Negotiate?
Why is there a difference between pinging from a windows server or an hpux server? Even if they are connected to the same switch.

Thanks, I already read that one. But it seems that our issue isn't related to re-negotiation. We don't have a problem with network bandwith (ftp of files is ok).

I know that I can disable the message "Source quench received", but I don't understand why we receive these messages only from pings initiated on Windows servers (or PC's) and we don't receive them on a hp-ux server.
