topic cannot see standby ATM interface in Operating System - HP-UX

We have a cluster with ATM-cards. Since we've done some changes in the subnet we had to restart ATM. Now with 1 package on each server, we only see 1 standby interface on one server. I've tried to enable the other interface on the second server, but it doesn't change its status. Has anybody got a clue ?
